According to Anthony Lowther's Parliamentary biography, he was baptized on 15 May 1641, and was the first surviving son of Robert Lowther, Draper, of London by his second wife, Elizabeth Holcroft, the daughter of William Holcroft of Basingstoke, Hants.
Father Robert was a younger son of a large Yorkshire family, and in 1649 had invested wisely in Marske, Yorkshire, where he had developed the alum deposits.

So Margaret Penn Lowther's mother-in-law is Elizabeth Holcroft Lowther.

I just comprehended Pepfie's note above. "During the diary period the mother of Anthony Lowther FRS (c. 1641 - 27 January 1693) is called Elizabeth Whistler (second wife of draper Robert Lowther (died 1655); married again in 1657 to Daniel Whistler."
Make Anthony Lowther's mother's name Elizabeth Holcroft Lowther Whistler.
