A prominent officer under (and cousin of) Cromwell, and someone Sam may well have seen as he was growing up. From the L&M Companion:

"Originally of Brampton; member of a family well known to Pepys and Montagu, and related to Cromwell (his mother being Mary, daughter of Sir Oliver Cromwell, the Protector's first cousin). He had served in the army of the Eastern Association and became a prominent member of Cromwell's court as Gentleman of the Bedchamber. In 1655-6 he was sent as envoy to the King of Sweden. The diary shows him as a friend of Harris the actor and as a lively and musically accomplished companion. The Ingoldsby in whose regiment he accepted a cornetcy in 1667 was his uncle by marriage."
