Francis Beale was perhaps the Francis who married Alice Whitney 1 May 1620, St. Margaret's, Westminster. He was also perhaps the Francis Beale, haberdasher, of St. Margaret's who posted bail for Thomas Whitney "the younger", son of Thomas Whitney "the elder" on 26 Nov 19 James I [1621] (document WJ/SR(NS)5/050, London Metropolitan Archives). Thomas Whitney was the father of John Whitney, immigrant to America and ancestor of the largest group of American Whitneys. This John Whitney also had ties to Lambeth, as I see Wanley did.

Francis Beale is identified as Landlord Beale on 20 September, 1660.
L&M: Francis Beale was Pepys' landlord 1658-1660. Beale had lived in Axe Yard since at least 1627/8 in a house whose freehold was owned by Valentine Wanley. Sometime before the beginning of the Diary, Beale moved to the Axe Inn. He dies in 1662, and his widow, Alice Whittney Beale, lived on until 1666.
So Tim's information looks quite likely.
